Why are my Word 2010 Design Mode Controls greyed out?

Working in Microsoft Word 2010 my Design Mode icon is highlighted but all of my Active X controls are greyed out except for the Legacy Tools folder. I am trying to create a form filed with instructions for what the user should type in the field. What can I do?

Are you using the full version of Word (either through single purchase, Home and Student/Business, or Professional)?

If you are using this on a new computer, you are using what is called Office Starter unless you purchased the full version via POSA or DVD and it does have limitations.
