I have Earthlink DSL which requires I dial up first with Winpoet or RASPPPOE. My current network is set up so one computer must always on and logged onto to the DSL for the other computer to get on the internet.

Is there anyway I can setup my network so i dont always have to logged in on one computer? Could both computers dial up on the RASPPPOE at the same time?

Get yourself a Cable/DSL router - it will take care of PPPoE for you. You can then uninstall WinPoet.
