Is this an electrical problem?

Hi, whenever I turn on the lights or fan my modem's lan connection disconnects but reappears after a second. An electric technician says it's normal and it's the effect of the tubelight's starter, but I'm not sure it's normal; I've not had it happen to me before. Is this an electric problem?

Just change the circuit the modem takes power from.
Try a plug in another room just to see if it goes away.
If its any comfort, my ethernet-over-power kit is actually causing noise in my speakers.
when its downloading or uploading lots of stuff i get static in the speakers in perfect sync with the transmit LED
