Deleted Files but HD Space Not Reclaimed

By my choice I deleted a file that was 4GB.
However the 4GB of space was not recovered as free space on my hard drive.
I have searched my hard drive for the deleted file but it can't be found.
How can I reclaim the freed space?
So far I have ran a complete Check Disk. No errors found.
Norton Clean Sweep.
Norton Disk Doctor.
Norton Win Doctor.
Windows Disk Clean Up.
Deleted past system restore points.
And ran Norton Speed Disk defrag.
What else can I try to find the free space that appears to be used?

  1. Did you do a full delete, or delete to the Recycle Bin?
  2. Full Delete.
    The deleted file can't be found/restored.
    The defrag should have overwritten the deleted file.
    The total disk size is reported correctly.
    The used space is reported larger than it really is.
    Scan disk reports no errors.

    I emptied the Norton Protected Files from the Recycle Bin.
    The free space was returned.
