AMD Duron 800 and Gigabyte 7ZM, Motherboard Quest

Hi,
I have a AMD Duron 800, and a Gigabyte 7ZM
first Issue is..
When i power on.. I heard the hard drive and pc power up but.. There is 100% 0 activity for 7 seconds, then.. the montor powers up and its fine. Every other pc i have ever used power on and boom away we go. Any idea why this is..
7 Seconds is a long time.. Also, my power button works to turn it on, but say im in windows if i push it nothing happens it wont tunr itself off, my atx power supply 250 watt, if i hold the button in for 4 seconds then it powers down.-very strange.
Also question 2,
is this motherbaord overclockably good? I only see options to incrase the bus speed from 100-133 MHz ,
Gigabyte comes with a overclocking software but i was only able to get up to 900 MHz stable.
And it does not increase voltage at all.
ideas??

my gigabyte hesitates when i turn it on aslo. but not for that long.
as for hanging up when it shuts down try checking that you have no device contention problems and then defrag your harddrive.
the gigabyte seems to a stable board but is not overclocker friendly.

who is more foolish...
