Greetings All,
My guy (clvl 17 warrior) has a Short Bow of Extra Shots (x2) (+7,+7)
(+1).
Now when he fires it is "the arrow hits, the Jelly squelches" usually,
and I am wondering where the extra shots come in. With my Dagger of
Extra Attacks, I see it on screen "you hit, you hit, you miss, you
hit, you hit, you kicked its ass so fast its head, if it was still
attached, would be spinning". I don't see that with the bow, it just
seems like one shot, one hit.
Can someone please explain how it works in the game? What am I not
getting?

Try it with a monster that moves, and the difference will be quite clear.
Extra shots is done by making your shots faster.

As I understand it it works something like this (I'm simplifying). In
the background you are building up energy (how fast depends on your
speed). When you get 100 energy you can take an action (move, shoot,
melee or whatever) which then takes 100 energy away. So to move again
you have to get back up to 100 energy. A bow of extra shots (+1)
effectively means that shooting only takes 50 energy so it takes half as
a long to get the energy back to be able to do something.
Whereas, as you noted, in melee having extra blows just increases the
number of blows you do each time you spend your 100 energy.

Hi Paul,
It works by subtracting less of your energy.
Each game turn is divided up into ten rounds. Each round, all creatures
(your character and the monsters) get an amount of energy added to their
total (10 points if at standard speed, more if hasted, less if slowed),
then all creatures with a total energy amount of 100 or more get to make
a move. Most moves subtract 100 points from your energy total.
Some moves take less energy. Browsing inventory and equipment,
'I'nspecting items, inscribing items or removing inscriptions are some
examples of actions that take zero energy. You can immediately select
another action.
If you fire your bow of extra shots, the game subtracts only 50 energy
from your total. If you're at standard speed, you'll get your next shot
after 5 rounds, not after 10. That means that only half of the monsters
will take a move between your shots (assuming monsters at normal speed).

Since all the other answers are either a bit vague or cryptic or
excessively technical:
It takes half as long to fire each shot as with a normal bow.
I guess it was done this way instead of the way melee extra attacks
works because you might run out of ammo after each shot.
As a side effect, while using a bow with which you get extra shots you
can avoid some monsters getting multiple attack turns/casting multiple
spells at you that otherwise would. That can be the difference between
being able to take on some opponents and having to flee (or die) because
they can kill you if they pick two nasty enough spells to cast in a row,
and you're not fast enough to avoid that normally, but you are when
firing arrows. (In that case, it picks one nasty spell after one of your
shots and then you get a move in which to escape.)
Treasure that bow, and keep plenty of ammo around for it. You'll want it
later on when you meet anyone associated with someone named "Mim".
