open up the console by pressing the tilda(~)
type exactly: /cg_drawfps 1

now it will show framerate, in game, in upper right hand corner(i think) but this framerate will be limited by your monitors refresh rate, if it is lower than your actual framerate.
this means that if you have a really nice comp. its actually getting a higher framerate than what it says, its only showing you how many fps your monitor can show. to test this walk right up next to a wall and dont do anything. if the number then stays perfectly still at like 60, or 75, or 85 then this might be the case. it must be one of those numbers though.
to get rid of this, if it is affecting you, turn off vsync
it should be in the video options within the quake menu
or you can go to your video card options by right clicking on the screen and setting vsync off in open gl, assuming you have a newer card. hope this helps
PS you couldve just used a search engine and typed in Q3A console commands.
