The 8400 can be ordered with 400 MHz or 533 MHz memory. Three
processor speeds are available: 3.0, 3.2, and 3.4 GHz. Will all three
processors benefit from the faster memory? Or must the processor run
at a certain clock multiplier to benefit from the faster memory?

All three CPU's will benifit from the faster memory.
