how can i tell if cpu burned??

It's easier to tell whether your CPU is burned or not if we have a little more info, like what kind of CPU you have and what was the situation where you think you might have burned it.

yes more information would be appreciated.

Also if you take off the heatsink and notice a discolouration or darkness of the CPU core, you probably burned it.

You can bet if you overclocked it tooooooo much it is Burnt.
