Tom, buddy, you ever heard of a dummy terminal? a thin-client? server-based computing?
Upgrade servers to Windows2000 Server or higher, toss a Terminal Services Client on the low-end workstation, and start running your sessions faster on the server than you ever could on your local machine. If you can manage to get Win95 on a PC, you can do this.
Even older PCs can be used if you're willing to spend $5000 on Citrix Metaframe while upgrading to Win2k Server or NT Terminal Server edition. Just toss whatever client you want on the workstation; CE, DOS, Linux, Unix... they'll all work exceptionally. Btw, $5k isn't that expensive if you were planning on upgrading or buying all new PCs for your employees. It can actually save money.
Obviously, this isn't an option for home users, but in a corporate environment, its the easiest way to go.
