Can't Update Windows

I work at a Japanese junior / senior high school that has a LAN for the
students. My personal computer resides in the office next to the LAN. It is
not 'part of the network' but I am connected to the LAN as a client. I ran
into a problem recently. I installed a new HD & OS, both English and
Japanese Win98 SE. I did this while connected to the network. When I tried
to go to the Win98 update site I received a message that said the LAN
adminitrator restricted access and I could not update any files. I
disconneted from the LAN - reinstalled windows - reconnected and was still
denied access. I brought the computer home and tried to access the site from
my ISP - nothing. Wound up reformatting the drive and installinng everything
over again. I connected to Win98 update and updated all my files. I brought
the computer back and connect to the LAN. Once more I'm denied access and
the 'Windows Update' icon and all the links are gone, which is OK for now.
BUT.... here's the question. Can a network administrator allow access for
one computer? If he allows me access will the icons reappear? If not and I
have to use my ISP, is there a better way of regaining access to the Windows
Update feature than starting all over again? Is there a way of getting the
icons and links back? E.g., should I unstall networking and reinstall.

9) Another Way To Get At Windows Update

In a recent issue, we covered some workarounds to try if you're unable
to access Microsoft's "Windows Update" site:

Some people get erroneous error messages stating that "Your
organization has decided to provide software updates internally rather
than through Windows Update. To download updates for your Windows
computer, please see your Network Administrator." Or "Windows Update
was disabled by your System Administrator." (See

Reader Ken found a simpler fix than the one listed in the
Microsoft Knowledgebase:

Fred-- This problem happened to me also, and without any
reason. I did refer to the Microsoft Knowledge Base
articles, but while they gave possible explanations and
cures, they didn't work for me. Finally, some kind person in
