How to decompress bootmgr windows 7

I intend to decompress bootmgr file on my Lap top through Pen Drive,bcoz cd rom is not functioning.Pl guide.

start up repair http://support.microsoft.com/kb/927392

if you can boot to windows it is very easy, browse to the location c:\ right click on the file > select properties > advanced > uncheck the "compress to save disk space"

Thanks for response, but my laptop is not booting up, is there any otherway to boot it up so as I can uncompress bootmanager.
