Second hard disk not recognized for install

I have 3 internal drives. Drive C has Windows 7 installed. Drive F I use as a backup. I'm trying to install Windows Server 2008 on Drive E. Drive E has been formatted, shows up in Windows Explorer, takes data, etc., but it does not show up as an available disk for the install process. The other 2 show up as install options but not Drive E. I've unplugged, rebooted, unplugged Drive F, booted from CD, and the drive will not appear but appears in Explorer. Any ideas??? Thanks.

Sounds like it is not an primary partition. Get into Disk Management diskmgmt.msc at a command prompt, then read the partition.

with only e: hooked up try installing server again.

Yes I've tried booting from CD with only the E:
Drive plugged in. No drive appears then.

It reads Healthy Primary Partition
For this drive.
