Extreme Cpu Cooling

If i get like some dry ice or something

and i really cooool my processor
or use a water cooler
and....

keep my cpu at the same clock speed same voltage and nothing overclocked

it will run faster right?

Um - no.

Cooling facilitates overclocking. Cooling without overclocking will theoretically increase cpu life, but most people don't care about the difference between 5 and 15 years in this day and age.

So - the action of cooling allows for higher voltages and switching frequency (cpu speed) which = faster processing.

Cooling allows sucessful overclocking. Overclocking tends to make processors hotter, so extra cooling is used to make them nice and cool again.

Don't go below 1.2 kelvin (-272C) or your Aluminium interconnects will become superconductive :)
