98SE + Bootdisk/Fdisk

I have a new custom built computer that that I want to instal Win98SE O/S.

Question- Are all the required tools to partition, format and instal the O/S {ie. Bootdisk/Fdisk} contained in the Win98SE O/S CD's, or do I have to obtain them from, Bootdisk.com. first, ie-
1.) Download a Bootdisk containing Fdisk to a floppy disk.
2.) Boot up and partiton, format hard disk from this floppy.
3.) Instal O/S from Win98SE CD's.

Question (2.) Can I do all of the above from the O/S Cd's without going to all the extra trouble of downloading a bootdisk to a floppy drive, etc.

It's best to use FDISK from a floppy, because if you use the CD-ROM to do it, it uses up a RAMdrive and kinda messes things up if you're trying to format the partitions you've created.
