I've just built a system with a 1GHz Athlon. Its in a 300W case which has 1 fan. Consistently the temp of this processor is rising to 51 C and recently its going up as high as 54 C. Is this normal for a processor of this speed or is it overheating? I have heard so many conflicting views - some saying its normal - others saying its way too hot. Have I been sold a hs/f thats too small for my Athlon? Even though I bought the hs and the athlon together...
That's not dire straits, but it ain't that great either. You should aim to keep your temp below 50C, although up to 60C you shouldn't fry it. What HSF did it come with? A shit_ orb? I'd get another HSF and some ASII if your not already using it.

tru dat.. tru dat.. my 1000 Tbird is idle @ 34-35C and 46C under full load. I'm using a stock VolcanoII with Artic Silver II. I did lap the heatsink a little though.
And the temps here in Toronto have been majorly hot these past couple of days.. yet my idle temps barely nudged..
Intel Components, AMD Components... all made in Taiwan!
I'll assume since you state that your case/psu has 1 fan that you have no other fans in your system (other than cpu fan?)
you'll do well to look at some case cooling. What is your mobo temperature? If it is more than 5 degrees over room temp, then you are really not getting enough air in and out of your case... If your case/mobo temps are high, there is little you can effectively do to your cpu temp.
