Webcam is recognized, but doesn't work

My laptop runs windows 7. The webcam is recognized as "USB 2.0 camera" in Devices and Printers and is said to be working properly. It's using the windows generic webcam driver. When I use skype or one of the flash webcam test websites I have no picture. Skype says somthing along the lines of "Cannot start webcam. Try closing other programs that might be using it." Even after a restart with nothing besides skype running I cannot get video. Any thoughts?

Try heading to the either the webcam manufacturer's website (if it is an external camera that you bought) or to the laptop manufacturer's support site (if the camera is built in) and download the latest driver for it.
