FAT32 on WD HD

When trying to install Windows 2000 on a Western Digital WD800JB (7200rpm 80GB) hard drive, it will only allow me to use the NTFS file system. I thought FAT32 supported up to like 2 terrabytes? Why is it not allowing me to use FAT32?
