Atipcie64 causing issues?

I recently installed a new mobo, and I'm unable to get windows to boot up properly, when I try to start in safe mode the last driver to load is "atipcie64". This is my first time doing this, so I'm a bit unsure as to how to go about fixing this. I have access to my hdd through the mini OS that comes with my mobo, is it possible to solve the issue from there?

do a repair install or might required a reinstall of windows

I've tried to do the repair numerous times, and that hasn't helped. I'd prefer to not lose everything, and I don't have an installation disk. Does system recovery reinstall windows?
