Why is my computer screen stuck until i move my cursor

I have a Dell studio XPS desktop computer with windows 7 home premium service pack 1.The processor is an Intel i5 CPU,12gb of ram,64-bit system. I have noticed that recently when I navigate to different screens the web pages will not load up fast until I move the cursor slightly. If I do not move the cursor the page takes forever to load up. I have run scans for viruses and everything comes up negative. I have also changed out the mouse but it still does the same thing. What would cause this and how can I fix the problem. Thanks for any advice.

  1. check your power options in windows 7. It might be on power saver plan.

    I checked. It's set on high performance.
  3. check task manager, network tab, see if there is a spike with a mouse move.
  4. No, there is no spike with mouse movement. There is a spike when I click on an object.
