Inspiron 7520 error NO BOOT DEVICE FOUND

A new laptop and the screen goes from the DELL logo to CHECKING MEDIA [FAIL] then NO BOOT DEVICE FOUND. PRESS ANY KEY TO REBOOT MACHINE.
in BIOS boot options, LEGACY BOOT and UEFI BOOT.
UEFI BOOT needs network connection to boot as I understand. With LAN cable plugged in I get: Start PXE over IPv4 Press ESC to EXIT
PXE-E18: Server Time Out.
I tried using legacy boot but after CLIENT MAC ADDR info displayed the next entry is: PXE-M0F: EXITING PXE ROM.
No Boot Device Found. Press Any Key To Reboot Machine.
What do I need to check to correct this?

use the below steps got from net

Start the machine and hit f2 to get to bios.
Disable secure boot in the boot options screen
Enable load legacy option ROM
Keep boot list option set to UEFI
f10 to save and exit
Shut down machine and start it again with the usb device attached
f12 on boot to get legacy boot option
Pick usb from the list and off you go
