System Error Memory Dump Files

I'm far from 'computer knowledgeable.'
Windows7 Pro.

I am NOT having any problems (no Blue Screen, system has 'frozen' twice in > year).

Can I erase the System Error Memory Dump Files from the Recycle Bin?
