Weird artifacts on white background - DVI

My ASUS VH236H is hooked up to the graphics card's DVI port. It's not noticeable looking straight ahead, but when you look at it from a vertical angle, you see these weird artifacts (almost like white static or noise (video)) on the screen. This only occurs on white backgrounds. HDMI on the otherhand doesn't suffer from this. Can anyone test this?

I'm connected by DVI and from a virtical view there is nothing and that's on an HP monitor.
Does this wierd artifacts interfere with the display in any way?
