i am currently using a AOC E2343FK which i have had for a little over a year and a half. its 23 inches and is a little small for my needs and there are several dead pixels. i just bought a pretty beast of a computer. i5-3750k, sapphire 7950, 8gb samsung ram. my desk has a shelf over it so my max height is 20 inches. if there is a better monitor please let me know. the max im willing to spend is around $300. this is for gaming!!

I have had monitors with 1920x1080 and others with 1920x1200 and you can see the difference in the picture , it's much better with 1920x1200.
8ms is a little higher than normal and 5ms would be better and lower even better but from 5 on down you don't notice much.
I have a monitor that has 7ms and my previous one had 2 ms and I can't say that I notice any difference. Gaming is still very good.
