You need some media from which to run the format program. It can not reside on the same disk that you are trying to format, for obvious reasons. That's why you need a CD/DVD/USB drive to load the program from it.
As far as the actual formatting program, there are plenty to choose from; some of them have an actual graphic interface (UI), whereas others allow you to use commend prompt. Just Google some and they'll pop out. One example would be HirensCD.
One last thing, you'll need to set the laptop to boot from the media you have the program on. You can do that in BIOS.
