USB Stability with VIA

Ok this is my system:
Abit KT7A
AXIA-Y 1.2
SB PCI512
128 Megs of PC133 CL2 Micron 7Ns RAM
Alpha PAL35 HSF
GeForce2 GTS
Deer 300W PSU

Well, I got my system all running. It is running at 31C idle 35 or so Load. It seems MBM and my BIOS report that my CPU and I/O voltages are .1V higher than a set. When downloading or playing games.. my USB mouse and USB NIC will just completly stop for no reason. My system is completly at normal speeds (no overclocking right now). What could be doing this?

One of my friends had a similar problem with a CUV4X...
Turned out the MB wasnt supplying proper voltages to the USB ports, so he had to replace the MB.......It could be ur power supply, could be the voltage regulators r bad on ur motherboard, really dont know, try ur mouse and NIC on a friends comp. and see if it does the same, if it doesnt, u know its either MB or PSU.

Sorry no links but I believe the USB specs call for 1.7 amps available from the +5Vsb line. One poster, Stable, claimed that in practice you need 2.2 amps. (Check your power supplies). I think that this has something to do with some USB devices that don't adhere to USB specs. Again from memory (as faulty as it can be), I think USB devices are supposed to draw no more than 0.5 amp from the USB port.
