XBox 360 controller and the guide button

Is there a way to make the center "guide" button work in Windows 7? (in this picture: http://i.imgur.com/8Jzkl9F.png) I want to use it as my push to talk key in Teamspeak 3 but teamspeak doesn't pick it up. When I look at the settings for the controller in control panel, there is no indicator for that button like there is for all the other buttons.

Yet somehow Steam manages to make use of this button in it's Big Picture Mode.

How can I get this working?
