No, fsb overclocking is better, however your pci and agp devices, or ram, will hit a wall before your cpu.(most likely) a blend of the two is often the best way to go.

PCI overclocking can damage a hard drive, depending on the controller, although I haven't heard of that lately.
I prefer to overclock to a normal FSB with good dividers for the PCI, 100 to 133, 133 to 166, etc.
although currently my laptop is stable with a 40mhz PCI, so my stance may change...

It won't hurt for long.
Most PCI devices can handle at least 40MHz before causing errors. That gets you to 160 if your memory can take it, and provides improved performance over chnaging the multipliers.
