I found the following solution elsewhere, and my GT-7000U works perfectly on Windows7:

1. Download the Windows 7 Epson Scan driver for the Perfection 2400 from the epson site
2. Install the drivers
3. In Start Menu->All Programs->Accessories right-click Notepad and select Run as administrator
4. In Notepad File->Open and browse for the es27.inf file located in C:\Program Files (x86)\epson\escndv\es0027
5. On line 51, 54, and 57 replace PID_011B with PID_0101
6. Save the file. 7. Connect and turn on the scanner.
8. In Device Manager (Start Menu, right-click Computer, select Properties, Device Manager) right-click the scanner and select Update Driver Software->Browse my computer for driver software
9. Select the location of the modified INF file (C:\Program Files (x86)\epson\escndv\es0027 Include subfolders checked).
10. Say ok to the window that pops up and it should start installing the drivers.
In Photoshop you should then be able to import using WIA-Epson Perfection 2400 (importing with Epson Perfection 2400 causes Photoshop to freeze)

Note that step 10 sometimes does not work well (Windows says the best driver is altready installed). In that case, completely remove the driver (similar to step 8, but instead of updating the driver, remote the driver completely) and then reinstall.
In step 5, you can also change the name of the device (from Perfection 2400) to GT-7000. In that case, your scnanner will be named GT7000 in Windows7.
If you do this later, you will have to (completely!) remove and reinstall the driver, as decribed above. Only the the GT7000 name will appear in Windows7.
