Well the Dragon Orb 3 on the package says. Poly's upto 1.7ghz, Morgan's upto 1.7, Tually P3's upto 2ghz ????

I think they just do a quick heat/wattage calculation to see what the maximum cooling their heatsink can provide is.
INTEL REP: "hey dragon orb guys, you better design your heatsink to cool a 2ghz tually, cause were churning them out as we speak"
