In need of important help, preview pictures/set as background

Hello their, today i have a few importnt questions.
Bassicly my PC ( windows 7 prefessional 64Bit ) decided to play up, so it will not preview pictures/set as background so im stuck with NO background now.
im sick of this so i thought, i will re-install windows 7 how will i keep ALL my steam game etc etc, and replace all the directories ?
I thought about making a backup for when i re-install windows but it it just put my pickture back to black again![:(]( ":(")

So please what can i do i have tried everything![:(]( ":(")
