voltage on athlon 1.4GHz

i keep reading posts talking about various voltage settings (for example, that the athlon 1.4 requires a voltage of 1.75)
i have a 1.4ghz (built myself) and i dont recall having to worry about voltage during the setup at all... is it a bios thing or a power supply thing or what?
me tres confused.
