Windows 7 Disabled USB

At my wits end, been searching the web for 12 hours trying to sort this out uninstalling/reinstalling drivers attempting system restore, and ultimately losing all my data to a fresh install. Which still didn't fix the problem that no usb device works on my computer after working fine 2 days ago.

I know its not the devices because my mouse & kb light up when active and they work in UEFI until I get to windows startup. I had to get a ps/2 keyboard to use any interface and I'm tearing my hair out with this inefficient, aggravating medium to an intractable problem.

I already tried uninstalling the drivers for usb in device manager and restarted. No luck. I'm working from a new windows 7 reinstallation other than that. Any help would be much appreciated.
