What services and processes need to be running in windows 7 to enable restart

My PC wont complete a soft restart. Instead it hangs with the flahing cursor in the uppper left corner on a black screen. I then use CTR-ALT-DEL to get to the option line of using F12 to trigger a network reboot. Using the F12 key works to evenutally reboot the PC but I need to get the restart function working correctly.

  1. It's time you take a look at everything running and starting up when your computer does.

    I would recommend using Autoruns.

    Not sure what all those things are? Go to HERE for help with identifying those pesky startup items.
