Consistently high processor usage

Any clues as to why my (admittedly old) piii 500 remains at a fairly constant 30-40% processor usage as shown by System Monitor?
This is with all programs closed and I even dumped the entire systray!

just a basic system with
piii500
128Meg
Win98 SE

Have you ran a virus scan?
