The Spinning Cursor wont spin

So i just installed Windows 7 and Ive been having a nagging problem... Ok so after awhile none of the cool little thinker (Busy/Working In Background) spinners acually spin. I will go in and change it to the large aero scheme hit apply, then go back to the Windows Aero (The Normal One) and hit apply. This uasally works, but it has been growing in frequency, and today it just stopped working for me. Im really bugged becuase ive had problem after problem with getting windows to run on my system...

e510
P4 3.2 GHz
3GB RAM
1TB HDD Space Total
9600GT 512Mb of vRAM
500Watt PSU

Any ideas on how to fix this??

I just tried to uncheck that the cursors could be changed with another theme. It SEEMED to work so far, but ill post if it does it agian, if anyone has any ideas please let me know .
