erm YES

socket 423 is being phased out.
if you want a P4 for a while, with the opportunity for a big upgrade later, go the 478.

socket 423 is limited to 2.0 - 2.2Ghz.

Yes, avoid Socket423 P4 motherboards and processors. Get Socket478 for upgradablity in the future. If you want to go the AMD route, get an MSI K7T266 Pro2RU and an AMD Athlon XP 1800+, you won't be sorry.
