Ya its Amd 1.333.....is the Voltage suppose to Spike once in a while?

spiking up as long as it dosent go over 1.85 is fine, spiking down means a crap psu, and may cause instabilities.

My Fans always go under the threshold....It will go from 7000rpms to 3000rpms for a sec.....or CPU jumps to 147Celcuis

Is your mobo Asus and are you using Asus Probe? It has been known for incorrect readings. Try <b><A HREF="http://mbm.livewiredev.com" target="_new"><font color=blue>Motherboard Monitor</A></b></font color=blue> instead.

mine spiked all the time! (was not true)

if one is fortunate you can run an athlon at 1.70v too... for ultra hot conditions
