.NET Framework -- File Location/Deletion?

Hi all!

Just a question about this file that's in the root of my C drive:

http://s18.postimage.org/d1c52h62d/Capture.jpg

The one labeled "ff405eb92cbc98d2ff7a11b50efb9e35" ... I opened it up and it looks like this:

There's a spash screen for .NET Framework. Was this just a temporary file that got misplaced during installation? Can I delete the folder?

If it is related to Microsoft.net framework, I honestly have about twenty programs installed. Do any of these programs even require having .NET?

Thanks a million

Temp means Temp, or files used for the install process a program used. so deleting it should be ok. Net framework is used by all sorts of programs, a core part of windows.
