Reloading windows after hard drive change

I have a toshiba satellite laptop and had to replace the hard drive. I am trying to reload Windows 7 from a USB. I went into the settings and changed it to boot from USB but the computer is not recognizing it. It gives me a black screen that says "Check cable connection! PXE-MOF: Exiting Intel PXE ROM. No bootable device--insert boot disk and press any key" I also have tried using a Windows 7 upgrade cd that says it contains the full version but got the same message. Any ideas about what I can try?

Is your new HDD recognized in BIOS?
