What's the make and model of the camera? Do you have the drivers installed? If all the appropriate drivers are installed iPhoto should lunch as soon as the camera is connected...

Check in your Applications folder for Image Capture and open it. If your camera is recognized by the computer, it should appear there (left column). If not, you probably need the driver as acron1 said.
