I'm getting a full tower case in the next couple days. I will only be adding two 3" Case fans and a HDD cooler to my current setup.

Right now I have:
-1400mhz amd thunderbird
-msi k7 master
-two 256MB DDR sdram chips (total 512MB)
-Geforce2 MX400
-soundblaster live sound card
-linksys nic
-Adaptec 20mb/s scsi (ultra2, not wide I think ;) )
-40GB Maxtor 7200rpm HDD
-Floppy Drive
-three DVD/CD/RW units (one DVD-Rom, one CD-RW, one SCSI CD-Rom)
-One 3" case fan

I am running this on a 400w power supply. I only use 1 cd drive at a time. Will it be too much stress to the power supply to add two more 3" case fans and a HDD cooler to my system?

More than enough, just make sure you get a quality psu, and not some no name brand crap.

With this tranfer rate it's neither Ultra2 (80MB/s) nor Wide (40MB/s) but only Ultra SCSI.

Yeah, 400W is enough... 350W would probably suffice

The best read I've had on PSU is described here:

Reading this article, you'll be able to calculate the exact power usage of all your components. Then you can read the labels on the PSU's your interested in to see if they'll be adequate.

From the examples you'll see name brand PSU's that can't cut it. I'm a believer in calculating it out, then you know for sure your covered.

yeah just make sure you get name brand Psu... Enermax or antec
