Can you use a windows 7 reinstallation DVD to install windows 7?

Okay, so I went to evaluesoftware.com to order Windows 7 Home Premium OEM 64-Bit. This is exact link:

I got the disc in the mail today and on the disc it says "Reinstallation DVD" and "Already Installed on your computer"

Did they send me the wrong disc? Or did I miss something in the description on the website? It makes it seem its full version of windows 7, and the picture is misleading because it was just the 1 disc. Not the whole windows 7 packaging.

The seller tryed to insure himself by including "Branded" in the description of the disk. Did you get COA (the hologram with activation key) with that disk?
