Do you have Windows set to hide inactive icons?

Hit start then type "inactive icons". You will see an option called "Show or hide inactive icons on the taskbar".

Ensure your Volume is set to "Show icon and notifications"

Can you check if you have it in the "Turn system icons on or off"(blue text on the same screen as the notification icons.)

Greyed out? Sounds like a malware to me. You HAVE tried scanning for viruses, right?
