Because there is no Documents and Settings folder in Windows 7. It's been renamed to Users. Documents and Settings is now a special shell object that redirects program installers to the new location when they copy the files they contain as part of their install process.

I don't see the point to re-naming a folder from one OS release to another but then I really don't need to. I was just trying to copy some favorites from an XP SSD to my new W7 SSD and your info has allowed me to accomplish that. Thanks.
