Problem with Windows defender

Soon after my 7th reinstall of Windows (on the same system in about 1.5 years), everytime I would try to run Windows Defender, I get this message:

When I click to turn it on, I get this:

I have tried logging in as admin and changing Group Policy settings but this doesn't help.

This problem on my last install of Windows as well, which was littered with bugs and other problems. It was ONE of many reasons I had to do my 7th reinstall .

Did you try to activate it Logged in as administrator as well? The default Group Policy says, normal users can not change security setting.

I did state I tried that:
