AMD no longer lock the L1?

i just got my AMD Athlon 1.33ghz for like 3 days, it's from Newegg.com. i noticed that the cpu i recieved wasn't locked, the L1 is closed.
it's stepping is AYHJA, next line starts with a "9xxxxx".
but it's kind of weird of the ability of OC, it only can up to 1.53ghz, the max.(my 1600+ could up to 2000+)

what do you think AMD does this for?(unlocked retail)

It has been known for a long time, If I remember correctly, Thunderbirds <b>C</b> (266) 1.2G and up are unlocked, but not with <b><font color=red>XP</b></font color=red>.
