Should I buy Windows 7?

I have to build a new computer but didn't know if I should buy Windows 7 or 8.
Is 7 still better?
I live in Japan(American) my choices are to download Windows 8 from Microsoft for about 120 dollars or spend 180 dollars locally and buy Widows 7.
If 7 is better and it is recommended that I buy it, is there any where online that I can buy it for cheaper?
