Telling someone to go find something on the WotC site is almost like
swearing at them, you know. :)

Not at the WotC site. At the Paizo site, which is significantly
better laid-out. sageadvice@paizo.com

Voice or no voice, the people can always be brought to the bidding of the
leaders. That is easy. All you have to do is tell them they are being attacked,
and denounce the pacifists for lack of patriotism and exposing the country to
danger. It works the same in any country.

Note that WotC CustServ rules advice is generally pretty poor. There
have been several cases of them contradicting their own earlier
rulings, and their understanding of the rules is okay, at best.

Rules advice form the Sage is mostly accepted as official. Rules advice
from WotC CustServ is not.

BTW, that now goes to Andy Collins, not Skip Williams. But their track
records seem to be about the same, I.e. quite good on the whole but with
the occasional ruling that makes you scratch your head, and the
occasional outright house rule inserted instead of simply interpreting
the RAW.

I have no idea, but just given the general demographics of the gaming
community I'd bet against it.
