Does the Full Retail and Full OEM versions of XP Home CD's have all the required tools to partition, format and install the OS on a new custom build PC.
ie. do you need to have bootdisks or is everything required to do the above contained in the above CD Roms.

Also, should the bios be set to boot order, CD-FD-HD, or FD-CD-HD, etc.

Hi I have OEM XP and I can partition, format and install XP from the disk I got. You don't need boot disks to install XP if your motherboard supports booting from CD (all new ones will)
In bios set the CD to boot first - this will allow you to install XP, then when you are finished installing XP set the hard drive to boot first.
